Non-Employee Request

The University of Texas at Tyler (UTT) acknowledges and values the roles non-employees play in enhancing the vision and mission of UTT. Accordingly, it is the policy of UTT to encourage fair and efficient processes to provide non-employee opportunities, in keeping with federal and state laws and the UTT policy.

Volunteers: All students, employees, job applicants, applicants for admissions, retirees, external community members, volunteers and any other potential beneficiary of the programs, services, or activities of the University. NOTE: It does NOT apply to individuals who seek an unpaid faculty appointment, paid or unpaid internships, or service-learning courses.

Non-Employees: All non-employees including volunteers, agency personnel, contractors, subcontractors, and students on experiential rotations.

Non-Employee Documentation Requirements

All documentation must be completed in full for non-employees to be provided with campus access and/or electronic system access. Once the documentation is received, please allow up to (5) business days for processing. 

Non-employees conducting activities, physically or remotely, using University resources must complete documentation requirements as outlined below:

University Security Clearance Form

Dependent Upon Request

(Sponsoring Department, Non-employee’s actual employer, Student’s educational institution, or OHR.)

The University Security Clearance Form is an attestation of a successful background check within the past year (365 days) from the requested start date.
Copy of valid, government issued photo ID or DL Non-Employee  

*The University of Texas Health Science Center at Tyler does not allow non-employee assignments for individuals under the age of 18 years old.

Non-Employee Application

Select the Non-Employee Packet most applicable to the type of request:

Non-Employee Packet – Academic: For all requests, except for clinical, patient-based settings.

Non-Employee Packet – Clinical: For clinical, patient-based settings ONLY.

University Security Clearance Form: Fulfils the requirement for non-employee background check prior to beginning assignment. Completed and attested by non-employee’ s educational institution, actual employer, or sponsoring department. If non-employee is independent and needs the University to complete a background check, please email Human Resources.

Non-Employee Campus Access

To initiate the non-employee request for campus access, submit the fully executed Non-Employee Packet to Human Resources.

Non-Employee Electronic System Access

To initiate the non-employee request for system access, such as active directory or electronic medical record (EMR), the sponsoring department must submit the appropriate eForm in PeopleSoft, and attach the following documents:

  •  Fully Executed Non-Employee Packet.
  •  University Security Clearance Form (if applicable).
  •  Copy of a government issued valid photo ID or DL.
